Required information:

  • Approval Form for Special Operation;
  • Approval Form for Exit or Loading of Unconventional Cargoes;
  • Application report of the enterprise;
  • Certificate of Presence of Container issued by the terminal company;
  • Power of Attorney for Customs Brokerage (exempted for self-managed customs declaration enterprises);
  • Paper Customs Declaration;
  • Approval Form for Deletion and Modification of Customs Declaration. Export Return Goods: Export return goods are those goods that need to be returned to domestic exporters due to various reasons after the completion of customs declaration procedures and departure of exported goods, and the owner of the goods or his/her agent should apply to the Customs for the return of the goods to their home country.

This operation is handled in the Customs Clearance Section.
Required information.

  • Approval Form for Return Shipment;
  • Enterprise for the export of goods returned to the written application;
  • Letter of attorney for the agent of the customs broker to apply for the export of goods for return (self-managed customs broker is exempted from providing);
  • Agreement on the return of goods;
  • Certificate of unqualified quality issued by the inspection department;
  • Certificate of non-refund from the State Administration of Taxation;
  • A copy of the original export declaration and its accompanying information;
  • The bill of lading for the whole process of export and import of the returned goods;
  • Other materials. Direct return of goods: direct return of goods refers to the goods that have been approved by the Customs to be returned to the outside world before the goods are released and cleared after entering the country, and the business is handled in the Customs Clearance Section.
    Required information:
  • Goods directly returned to the “Customs Application for Administrative License”;
  • Relevant documents proving the actual situation of importation, such as contracts, invoices, packing lists, bills of lading or load lists;
  • Wrongly sent, wrongly unloaded goods, to provide a written instrument of proof issued by the consignor or the transportation department;
  • After the consultation between the two sides of the trade agreed to return the goods directly, provide the consignor agreed to return the written proof of the instrument;
  • For the reasons of disputes between the two sides of the trade need to return the goods directly outside the country, to provide non-controversial proof of valid cargo rights or provide court judgments, trade arbitration department arbitration decision;
  • If the application for the direct return of goods outside the country is due to the reasons of defective goods or unqualified state inspection and quarantine, the relevant inspection certificate issued by the state inspection and quarantine department shall be provided;
  • If the Customs ordered the return of goods, should provide the Customs ordered the return of notice directly;
  • Customs believe that other information must be provided.
